NOTICE OF PUBLIC HEARING VILLAGE OF SPRINGVILLE Please take notice that there will be a Public Hearing conducted by the Village of Springville Board of Trustees at the Village Municipal Building, 65 Franklin Street, Springville, New York, on Monday, May 21 2012, at 7:00 pm. The purpose of the hearing is to obtain public comment on the proposed Local Law D-2012 to amend §§200-2, 200-30, 200-34 and 200-35 of the Code of the Village of Springville regarding portable, moveable and temporary signs. PUBLIC NOTICE The annual meeting of the members of the Bertrand Chaffee Hospital will take place on Tuesday, May 22, 2012 at 6:30 p.m. in the Bertrand Chaffee Hospital Boardroom, Bertrand Chaffee Hospital, 224 East Main Street, Springville, NY 14141. The purpose of the meeting is to hear the Annual Report of the Board of Directors and to appoint five (5) persons to the Board of Directors. All residents of the service area of Bertrand Chaffee Hospital over the age of 18 are invited to attend.


NOTICE CONCERNING THE EXAMINATION OF ASSESSMENT INVENTORY AND VALUATION (Pursuant to Section 501 of the Real Property Tax Law) Notice is hereby given that the assessment inventory and valuation data is available for examination and review. NOTICE OF ANNUAL SCHOOL DISTRICT MEETING AND VOTE NOTICE IS HEREBY GIVEN that the annual meeting and vote of the Springville-Griffith Institute Central School District, Erie and Cattaraugus Counties, New York, will be held on Tuesday, May 15, 2012, from 10:00 a.m. prevailing time to 9:00 p.m. prevailing time for the purpose of voting on the budget for the 2012-2013 fiscal year, voting on a proposition for the acquisition of school buses and accompanying cameras and radios, voting on a proposition to reduce the number of seats on the Board of Education from seven to five, electing one (1) member to the Board of Education to a three (3)-year term to commence July 1, 2012, to fill the vacancy created by the expiration, on June 30, 2012, of the term of Jeremiah Kane, and for the transaction of such other business as is authorized by law. The vote will be held at three locations in the District as follows: District #1: Collins Center Fire Hall, Main Street, Collins Center District #2: Colden Elementary School, 8263 Boston-Colden Road, Colden District #3: High School Building, 290 North Buffalo Street, Springville TAKE FURTHER NOTICE that all candidates for the office of member of the Board of Education shall be nominated by petition. Each petition shall be directed to the Clerk of the District, shall be signed by at least twenty-five (25) qualified voters of the District, shall state the residence of each signer, and shall state the name and residence of the candidate. Each petition must be filed in the office of the Clerk of the District located in the District Offices Building, 307 Newman Street, Springville, New York, between the hours of 9:00 a.m. and 5:00 p.m., not later than the thirtieth day preceding the annual meeting and election, to wit, Monday, April 16, 2012. TAKE FURTHER NOTICE that voting on the budget and other propositions will consist of voting on the following budget proposition, as well as on such other propositions as are authorized by law and the rules of this Board to be voted on at said time: PROPOSITION NO. 1 – Basic Budget Shall the following resolution be adopted, to wit: RESOLVED, that the basic budget for the Springville-Griffith Institute Central School District for the fiscal year commencing July 1, 2012, and ending June 30, 2013, as presented by the Board of Education, is hereby approved and adopted and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law. PROPOSITION NO. 2 – Acquisition of School Buses and Accompanying Cameras and Radios Shall the following resolution be adopted, to wit: RESOLVED, that (a) the Board of Education (the "Board") of the Springville-Griffith Institute Central School District, Cattaraugus and Erie Counties, New York (the "District"), is hereby authorized to purchase school buses and accompanying cameras and radios for use in the transportation program of the District, including two 66-passenger buses (at an estimated maximum cost of $106,100 each), one 16-passenger bus (at an estimated maximum cost of $67,750) and one 24-passenger bus with a wheelchair lift (at an estimated maximum cost of $120,050), and to expend therefor an aggregate sum not to exceed $400,000; (b) the sum of $400,000, being the aforesaid estimated maximum cost, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of the District and collected in annual installments as provided by Section 416 of the Education Law; (c) in anticipation of such tax, bonds or other obligations (including, without limitation, obligations arising under leases, lease/purchase contracts or installment purchase contracts having a term of not more than five years) of the District shall be issued or entered into in accordance with applicable provisions of New York State law; and (d) New York State Transportation Aid funds expected to be received by the District are anticipated to offset a substantial part of such costs, and such funds, to the extent received, shall be applied to offset and reduce the amount of taxes herein authorized to be levied. PROPOSITION NO. 3 – Reduction of Number of Board Members Shall the following resolution be adopted, to wit: RESOLVED that, effective July 1, 2013, the number of seats on the Board of Education of the Springville-Griffith Institute Central School District shall be reduced from seven to five pursuant to the procedures set forth in the Education Law. TAKE FURTHER NOTICE that the public hearing for the voters of the District on the 2012-2013 budget will be held on Tuesday, May 8, 2012 at 7:00 p.m. prevailing time in the Springville-GI High School, 290 North Buffalo Street, Springville, New York. TAKE FURTHER NOTICE that voting machines will be used to record the vote on the budget, on all propositions, and on the election of one member of the Board of Education. TAKE FURTHER NOTICE that the Board of Education of the District has adopted Rules for the Use of Voting Machines and the Submission of Questions or Propositions to be placed thereon, and printed copies for general distribution in the District are available at the office of the District Clerk located in the District Offices Building. TAKE FURTHER NOTICE that the Board of Education of the District will have prepared and completed a detailed statement in writing of the amount of money which will be required during the 2012-2013 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount for each purpose estimated as being necessary for payments to Boards of Cooperative Educational Services shall be shown in full, with no deduction of estimated State aid. The amount of State aid provided, and its percentage relationship to the total expenditures, shall also be shown. Such statement will be made available, upon request, to residents within the District during the hours of 9:00 a.m. to 3:00 p.m. prevailing time during the fourteen days immediately preceding the annual meeting and vote (exclusive of Saturdays, Sundays and holidays) at each of the public school houses of the District and at the District Offices Building. TAKE FURTHER NOTICE that to be eligible to vote, a resident of the District must be properly registered. A resident is properly registered if he or she: (1) properly presents himself or herself for registration at the appropriate time and place, as set forth below, or (2) has registered for school election purposes and has voted in any District annual or special meeting or election held during calendar years 2008, 2009, 2010 or 2011. TAKE FURTHER NOTICE that applications for absentee ballots may be made at the office of the Clerk of the District in the District Offices Building upon the conditions established in District policy. A list of all persons to whom absentee ballots shall have been issued will be available in the Office of the Clerk of the District, where it shall be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 5:00 p.m., prevailing time, on the five days prior to the day set for voting, except for Saturdays, Sundays, and holidays. TAKE FURTHER NOTICE that the Board of Registration shall attend on May 10, 2012, between the hours of 12:00 noon and 8:00 p.m., prevailing time, for the purpose of preparing a register of voters for the said District meeting and vote at each of the following locations: District #1:Collins Center Fire Hall District #2:Colden Elementary School District #3:High School Building, Springville Any person who shall personally appear before the Board of Registration during its attendance at the above locations shall be entitled to have his or her name placed upon such register provided that at such meeting he or she is known or proves to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the annual meeting and vote. TAKE FURTHER NOTICE that the register of voters will be filed at the office of the Clerk of the District in the District Offices Building, where it shall be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 5:00 p.m. prevailing time, on the five days prior to and the day set for voting, exclusive of Saturdays, Sundays, and holidays. TAKE FINAL NOTICE that the District is divided into three election districts known as District #1, District #2, and District #3, maps and boundary descriptions of which may be examined at the District Offices Building during regular office hours. It will be necessary for each voter to be registered to vote in the election district in which he or she resides.
