Collins town board reorganizes, updates codes

COLLINS — At its Sept. 16 meeting, Collins Town Councilman Ken Martin relayed to the board the results of the town code update and reorganization, as per General Codes. Martin gave the board a 60-page document of recommendations from that entity.
The board members said they expect to go through these recommendations and have a newly organized set of codes and regulations ready for printing by Dec. 14 of this year. The members said that they expect to tackle different segments at meetings as they progress, in order to meet the deadline they have for completion. A copy of the document of General Codes’ recommendations is in the possession of Town Clerk Becky Jo Summers, for interested parties to examine.
In other board matters:
– The board scheduled a public hearing for Oct. 7 at 7:30 p.m. in the Collins Town Hall, to discuss proposed local law No. 2 of 2013, to override the tax levy limit for the year 2014.
– An additional public hearing was set for Oct. 7 at 8 p.m. in the Collins Town Hall, to discuss 2014 Community Development Block Grant eligible projects. The hearing will also review prior CDBG projects and expenditures, as well as a discussion of eligible activities.
– After determining that the fine structure for building without a permit was excessive in some cases, the board resolved that such fines be changed to an amount equal to the permit fee, up to $250 maximum, in addition to the base permit fee.
– Debra Martin was hired as planning board secretary, effective July 1, at a salary of $25 per meeting.
The next meeting will be on Monday, Sept. 23 at 7 p.m. in the Collins Town Hall. This will be a special meeting to review roof bids and discuss the 2014 budget.
